Tobacco continues to be the leading preventable cause of death and disability in Oregon.
Every day approximately 18 Oregonians die from tobacco related disease. The Oregon Tobacco Prevention
and Education Program has four primary goals:
1. Reduce youth access to tobacco
2. Eliminate/reduce exposure
to secondhand smoke
3. Promote quitting through
the Quite Line
4. Counter pro-tobacco
influences

On January 1, 2008, Lincoln County Health and Human Services was awarded an
18 month Tobacco Prevention and Education Program grant through the Department
of Human Services. The total award of the grant is $95,325. For the next 18
months there will be much work done throughout the County to combat tobacco use,
by eliminating/reducing exposure to secondhand smoke, countering pro-tobacco
influences, reducing youth access to tobacco and the promotion of quitting.
Some of the work will be more obvious, but, most of the work is being done at
the level in initiating policy, policy change and policy enforcement. This
particular grant has seven required objectives. These objectives are rather
involved, but to be brief they will include collaboration and much work in the
following areas: Lincoln County School District, Samaritan Pacific Communities
Hospital, Samaritan North Lincoln Hospital, Oregon Coast Community College,
multi-unit rental housing communities, continuing the work outlined in the
Intergovernmental Agreement (IGA) for the enforcement of the Indoor Clear Air
Act, responding to violations of the Indoor Clean Air Act, and conducting
assessments and increasing our understanding of tobacco-related chronic disease.
Indoor Clean Air Act (Oregon’s Indoor Smokefree Workplace): Indoor Clean Air Act
This agreement requires a designated staff to serve as the local contact for implementation, enforcement and documentation of local enforcement measures. Complaints will be investigated and violations pursued.
If your business is not in compliance, you could incur the following fines (ORS 433.835-433.990): $50 per day with a maximum $1,000 in a 30-day period.
Staff continues to promote the linkage to cessation by increasing public awareness about the Oregon Quit Line. The Oregon Tobacco Quit Line is a free telephone service available to all Oregon residents who want to stop using tobacco
and their family members or support people. The Quit Line offers free quitting information, one-on-one telephone counseling, and referrals.
